Uber operates in Milan only as Uber Black (licensed professional drivers), not as peer-to-peer UberX, for broader availability, locals primarily use FREE NOW (formerly mytaxi) or itTaxi, both of which dispatch only licensed white taxis and show driver details and plate number before arrival.

Meter not started or 'broken meter' tactic: a driver pulls away without activating the meter, then names a price at your destination, typically well above what the metered fare would have been. This is documented at Linate airport and Stazione Centrale in particular. Before the car moves, confirm the meter is running. If the driver claims it is broken, exit the vehicle.
Invented surcharges on top of the metered fare: Milan taxis do legitimately charge supplements for luggage, night hours, Sundays, and public holidays. But some drivers fabricate additional fees (extra passengers, 'city centre congestion', etc.) that have no basis in the official tariff card.
